It is only in africa where civil servants r not paid but the president throw lavish n extravagant birthday parties of close to 100million dollars yet the same leader blame the west for his failures...i live in africa

Africa does not hold the monopoly on gross mismanagement of public funds and corruption, although unfortunately it seems to occur with worrying frequency there.
