okay ...Reason is loose handling by police departments and court rules.
What happens if a rapist or other accused is caught?
It will be 18 months to 3-4 yrs jail term or even 7 yrs
and
that too, if that person pays few lakhs OR thousand bucks bribe to policemens then they will set him free in 6 months or as soon as possible...
This is the reason...
Police need to be strict and we want strict laws.
Finally reasons of your question are-
loose laws and loose police handling.

Stronger laws and more effective policing is an important step, a deterrent but it is not a solution. It is a band aid, until society itself changes I do not see it as anything more.
