"Power corrupts", governments hold power therefore they tend to be corrupt to a greater or lesser extent. In this I do not think the Russian government is particularly special, or unique. Every so often something of a sort crops up, fails and is forgotten until political opponents and miscellaneous interested parties think to rally around another cause. This is not to say the issues raised are not valid, only that they often appear to be secondary, almost incidental to other concerns and ambitions.
