Reason is loose handling by police departments and court rules. What happens if a rapist or other accused is caught? It will be 18 months to 3-4 yrs jail term or even 7 yrs and that too, if that person pays few lakhs OR thousand bucks bribe to policemens then they will set him free in 6 months or as soon as possible... This is the reason... Police need to be strict and we want strict laws. Finally reasons of your question are- loose laws and loose police handling.

It is an old model of thinking, education and society civilizes mankind and so the less fortunate among us without Ivy League education and access to high society are seen as less civilized. This is a gross oversimplification at best, and completely inaccurate and misleading at worst. Fifty percent of women in the EU have experienced some form of sexual harassment at work. The EU is prosperous, is it not. The EU is also one of the prime destinations of a portion of the estimated four & a half million women and girls forced into sexual slavery. In India the official figure is Sixty six percent of women experience sexual harassment, in USA the figure is even higher with with eighty three percent of girls aged twelve to sixteen having being sexually harassed. Stronger laws and more effective policing is an important step, a deterrent but it is not a solution. It is a band aid, until society itself changes I do not see it as anything more.
