You have been attacked by virus which may have affected the files. U can still use safe mode by pressing f8 continuously after powering on ur pc. Then run system restore. But my advice is to run full setup and imidiately after setup, install the latest anti virus.

yup maybe u install software or app like i do..it change windows local window to d..wow! it migth be a curropt binary..only two method first use windows cd dont install but go to repair and go to restore but dont restore just load them and backup to external hard disk anything important then restart again to repair or restore..or second method u may using usb dvd and try to install windows but never put anything unless u put antivirus first and system advance care for recovery or replace any corrupt dll or system..if have symbol like this * or unknown name like ''"@#! or looklike japanese words that i guarantee virus was infect you system..so keep dig any information.. smiley
