Just dont buy any Sony phone!!!

what about samsung or nokia, or is there any tab in this range?

get samsung galaxy y and tabs for low range you can get but u will feel sad as you cant add much things ,funbook from micromax but with no calling i guess,make his budget by 1 or 2k more,you can get the best one for now..

there are no samsung,sony,nokia phones available at the price you qouted... nor you may get any good phones from karbonn,micromax,or spice.. so i would suggest to increase his budget till 9-10k he may get Micromax Ninja 4.0 A87 for 6049 or htc explorer is available for 7999 *(this is good phone but android 2.3 and wont play big games) Karbonn A9+ and A11 are much better than low end Samsung phones ..
