Article 15 of the Indian constitution makes it illegal to discriminate based on caste and there have been numerous other government sponsored initiatives to try to curb the problem. It has been almost a hundred years since then and yet after reading stories like this I am not sure how much progress has been made. Police officers are still often said to act slower, if at all, in cases involving Dalits. What was done to these young girls (14 & 15) is monstrous and inhumane, I can only hope that with pressure coming from above things will change for the better, I am skeptical however ... Lasting change comes from the ground up, not the other way around.

outlaw: I guess this has always been the case and it's only now that these stories have moved to the front page. I wonder why UP rapes tend to be extra horrible though. I guess it's because these are high class men raping the Dalits. That realization isn't lost on the rapist either even while they are overcome by their lust/hate/whatever. So it's almost as if after they finish they are so disgusted that they feel the need to "punish" the victim some more for making them "touch" her untouchable self. Hence the hanging or the other horrible things they do to their bodies. It's also to send out a message in case it was a revenge rape of some kind.
I think it is simpler than that. It is a hate crime, but not necessarily in the way you might think it is, dalits are easier targets and there is less chance of a proper investigation after so it seems to me to be of secondary significance and more a matter of convenience. Men are more difficult targets for murder but not really by much if you are in a group and they are obviously working in groups but no male dalits are being targeted for murder. That women are being targeted exclusively seems telling to me as much as the brutality with which they are being murdered. It is a terror tactic, sure it affects dalits as a whole but it affects women specifically, regardless of the caste.

outlaw: You're spot on as far as motives go but I was just wondering why they do those things to the bodies after they've committed the rape. The convenient thing to do would be to just let the victim go (they don't fear repercussions at this point) or to kill them without all the gruesome fanfare and get rid of the body. My mind went back to the untouchability thing because it was famously used by the judge in the Bhanwari devi case to acquit the high class thakurs.
But that is the whole point, the "gruesome fanfare". Brutality and terror is the language of hate ... Desecrating and displaying the body inspires more terror and so they do it that way.

i agree. Not much progress at all. The woman who died after being gang raped on the bus is horrible. The under aged guy got 5 years i think. His 17. Thats not under aged. Thats a man. The rest got the death penalty. One actually asked for it... I understand mob justice . As cruel as mob justice is, its the only thing that works. India should go mob justice like South Africa.

It starts with "Eve teasing", it is like sexual harassment, society completely ignores it, the perpetrators are emboldened and the objectification of women is further entrenched ... The problem with mob justice is the burden of proof, the threshold is too low, often resulting in the wrong person being attacked. Also for it to happen you need a strong will to do something by the community, the community in the province in question is very divided over this an many other issues, I doubt they could unite enough for it.
