RICE crisis in the philippines

Philippines is suffering now in a rice crisis because of the government's rotten way of managin the money for the irrigation projects. They corrupt the money and spend it for themselves. .because of that farmers didnt recieve the benefits of the irrigation projects. thats why farmers cant produce much rice for our country . . If just the government think of our country . .maybe we can be the top country in producing rice. .
