Lemon:
sat·ire ˈsaˌtī(ə)r/: the use of humor, irony, exaggeration, or ridicule to expose and criticize people's stupidity or vices, particularly in the context of contemporary politics and other topical issues. Synonyms: mockery, ridicule, derision, scorn, caricature .. Pro-Charlie or Anti-Charlie comes down to personal opinion and ideology for the most part but regardless of where ones sympathies lie I don't think a case can be made for it being "innocent". Satire, any satire not just this one mind you, is by definition and purpose anything but innocent. Not that satire in general is always a negative thing it can be very positive, its just never an innocent thing.
Maybe playful is a closer adjective to what I mean than innocent. While appreciating the biting nature of satire, its goals are generally to shine a spotlight on areas of hypocrisy or foolishness in life that might otherwise go unchallenged (particularly things perceived to be taken too seriously). Most forms of humour have an element of cruelty and satire is a prime example of this, but it is more about making a political point through being amusing or thought-provoking than being malicious. Anyway my point was we want to ensure free expression in art retains that quality, rather than devolving into caricatures of fear and loathing as has happened in the past when a whole section of society starts to become unfairly blamed for things going wrong, or existing satire being used to provoke people more extensively than was intended by the creators.
