Goto your control panel then other settings and there you can set your privacy option on oncoming messages. If you set it buddies only then other user can't pm you except your buddy and staff can send. Hope you will apply it properly. Thank you!

where i know your privacy open for all ... i am just check .just try to choose option only accept pm from buddy than you received only smarty's notification and administration's pm
